1、 Limit of fuel consumption of freight cars in operation

Event: Measures for the inspection and supervision of fuel consumption of road transport vehicles was promulgated on June 22, 2009 and implemented on November 1, 2009. From March 1, 2010, when the road transport management agency issued the road transport certificate, it began to take the fuel consumption as a necessary indicator and check it against the standard model list and the transitional model catalog. From March 1, 2011, the catalogue of transition models will be abolished. For all newly purchased vehicles applying for operation qualification, the transportation management agency shall search whether they meet the standard model list announced by the Ministry of transport. For the vehicles whose models are not included in the list of standard models, the vehicle verification shall be terminated and the operation procedures shall not be handled.

Comments: the enforcement of the fuel consumption access policy for operating trucks has a huge impact on the heavy truck market in the first quarter of last year. Because many enterprises did not understand and wait-and-see the policy before, and did not complete the declaration of all models, the enforcement of the policy directly affected the terminal sales of heavy truck trial production in March and April 2011.

However, in the long run, the fuel consumption access regulations issued by the state will promote more new models that meet the requirements of national energy conservation and environmental protection, and promote the gradual optimization of transport vehicle structure. 2、 The truck is forced to install ABS for real!

Event: in the 2010 Revision of national standard GB7258 technical conditions for motor vehicle operation safety, it is stipulated that from April 1, 2011, anti lock braking devices (ABS) shall be installed on semitrailers, trucks with a total mass of more than 12000kg and dangerous goods transport vehicles. The announcement will be cancelled for the non-conforming models.

Comments: the country has long stipulated that trucks should be equipped with ABS, and relevant departments have repeatedly supervised and promoted it. However, due to the high installation cost (about 5000 yuan), this anti lock device has been difficult to promote on a large scale. And this time, the government administration will come to the real!

After April 1, 2011, with the constant supervision and visits of the Ministry of industry and information technology and other ministries, ABS has gradually been well implemented in road vehicles such as tractors, and the safe transportation level of heavy trucks has reached a new level. This incident also proves once again that the application of security configuration, without the strong implementation of government departments, may not work.

3、 Heavy truck market ushered in the dawn of highway safety protection regulations

On March 7, 2011, Premier Wen Jiabao signed the No. 593 order of the State Council and issued the regulations on highway safety protection (hereinafter referred to as the regulations), which stipulates that since July 1, 2011, the policies of the regulations have been formally implemented, which is also the first special administrative regulation in China to regulate highway safety protection.

There are 6 chapters and 77 articles in the regulations, and the overall content runs through the main line of highway safety protection. At the same time, "overload control" has become the focus of strengthening the governance, and overload and overrun will be strictly punished. According to the regulations, if a truck is overloaded or overrun for more than three times in a year, its operation license will be revoked, and the driver of the truck will lose the qualification of business transportation; if the enterprise refits the transport vehicle without permission, it will be fined up to 200000 yuan.

In addition, according to the reporter, in Shanxi and Datong, where there is a shortage of water, there will be a family style water station on the mountain road, which costs about 20 yuan to add water at a time. What's more, water needs to be queued up to delay transportation efficiency, which is undoubtedly an increase in transportation cost.
